Across the globe, education has recently been through a major semantic shift, where new notions such as ‘learning’, ‘competences’, ‘projects’ came to replace or complement an older, more established, educational vocabulary. The political approach to education has also evolved, as many authors have underlined, from established national forms of governing to global, transnational forms of governance. These evolutions, often abbreviated to shifts ‘from teaching to learning’ and ‘from governing to governance’ have resonated globally and attracted the attention of researchers. Most (...) sociological accounts of such evolutions attribute them to the development and primacy of a preponderant logic, generally politics/power, culture or the economy. Niklas Luhmann’s systems theory, on which we draw in this article, suggests to start from a different, opposite, premise: not the predominance but instead the lack of any predominant logic characterizes modernity. The functional differentiation of modern society into a multiplicity of—specific yet universal—systems should therefore be the pivotal point that helps make sense of these transformations. We argue that the very coexistence of such systems, their simultaneous and therefore uncoordinated existences, increases the complexity of the social world tremendously and leaves them with an uncertain future. The so-called turns to governance and to learning, we argue, should be understood, respectively, as political and educational attempts to deal with this loss of direction. (shrink)

While the demands for greater engagement in science in general and regulatory science in particular have been steadily increasing, we still face limited understanding of the empirical resonance of these demands. Against this context, this paper presents findings from a recent study of a potential participatory opening of the German Federal Institute for Risk Assessment, a prominent regulatory scientific organization in the field of risk governance. Drawing upon quantitative surveys of the public and selected professional experts as well as in-depth (...) qualitative expert interviews, we identify a general support for greater engagement in science-based risk assessment. However, we also find significant contestation concerning its potential enactment and its normative and strategic merit. Underlying these contestations, we identify the persistence of a normal view of science and decisionist understanding of risk assessment, which create conflicting legitimacy demands for BfR and other regulatory scientific organizations. Together with concerns about imbalances in the power to participate, especially in highly specialized engagement processes, these pose significant challenges for the institutionalization of more participatory practices. The aim of this paper is to evaluate etiological accounts of functions for the domain of technical artefacts. Etiological theories ascribe functions to items on the basis of the causal histories of those items; they apply relatively straightforwardly to the biological domain, in which neo-Darwinian evolutionary theory provides a well-developed and generally accepted background for describing the causal histories of biological items. Yet there is no well-developed and generally accepted theory for describing the causal history of artefacts, so the application (...) of etiological theories to the technical domain is hardly straightforward. In this paper we consider the transposition of etiological theories in general from the biological to the technical domain. We argue that a number of etiological theories that appear defensible for biology become untenable for technology. In various publications over the past years, Floridi has developed a theory of semantic information as well-formed, meaningful, and truthful data. This theory is more or less orthogonal to the standard entropy-based notions of information known from physics, information theory, and computer science that all define the amount of information in a certain system as a scalar value without any direct semantic implication. In this context the question rises what the exact relation between these various conceptions of information is and (...) whether there is a real need to enrich these mathematically more or less rigid definitions with a less formal notion of semantic information. I investigate various philosophical aspects of the more formal definitions of information in the light of Floridi’s theory. The position I defend is that the formal treatment of the notion of information as a general theory of entropy is one of the fundamental achievements of modern science that in itself is a rich source for new philosophical reflection. This makes information theory a competitor of classical epistemology rather than a servant. In this light Floridi’s philosophy of information is more a reprise of classical epistemology that only pays lip service to information theory but fails to address the important central questions of philosophy of information. Specifically, I will defend the view that notions that are associated with truth, knowledge, and meaning all can adequately be reconstructed in the context of modern information theory and that consequently there is no need to introduce a concept of semantic information. Where does Neo-Confucianismâe"a movement that from the twelfth to the seventeenth centuries profoundly influenced the way people understood the world and responded to itâe"fit into our story of Chinaâe(tm)s history? This interpretive, at times polemical, inquiry into the Neo-Confucian engagement with the literati as the social and political elite, local society, and the imperial state during the Song, Yuan, and Ming dynasties is also a reflection on the role of the middle period in Chinaâe(tm)s history. The book argues that as (...) Neo-Confucians put their philosophy of learning into practice in local society, they justified a new social ideal in which society at the local level was led by the literati with state recognition and support. The later imperial order, in which the state accepted local elite leadership as necessary to its own existence, survived even after Neo-Confucianism lost its hold on the center of intellectual culture in the seventeenth century but continued as the foundation of local education. It is the contention of this book that Neo-Confucianism made that order possible. (shrink)

In this reply I try to show that, contrary to Milberry’s apparent assertion, the general intellect of the multitude does not have the explanatory robustness she accredits to it. Digital network technologies are currently overwhelmingly effective in proletarianizing and disempowering the cognitariat and only an active technopolitics of deproletarianization could reverse this hegemonic situation. In my response to Verbeek, I attempt to correct his misinterpretation of the Stieglerian approach as being dialectical in nature and show that, far from reinstating the (...) humanist dichotomy between human beings and technologies, my analysis assumes their original, albeit fundamentally ambiguous and even ‘uncanny’ [unheimlich] interconnection. I conclude with pointing out some implications of this view for a ‘really realistic’ political theory of technology. (shrink)

This article has two general aims. It first of all critically reconsiders the empirical turn’s dismissal of transcendentalism in the philosophy of technology, in particular through the work of Ihde and Verbeek, and defends the continuing relevance of the notion of the transcencental in thinking about technology today, illustrating this mainly through a reading of Stiegler’s understanding of the human condition as a technical condition and his view of human (noetic) evolution as proceeding from a process of technical exteriorization. The (...) crucial issue that is missed by postphenomenology and the empirical turn is that technology itself in its empiricity occupies the (periodically changing) place of the transcendental. It thus fails to consider the transcendental operativity of technical artifacts within its own empiricist stance. Secondly, it argues for the continuing importance and usefulness of the idea of Technology with a capital T, equally discarded by the representatives of the empirical turn, in particular against the emerging backdrop of the Anthropocene as the age of decisive anthropogenic forcing of the planet and the growing dominance of what has recently been called the technosphere in Earth system science. With Stiegler I show that a proper, inherent dynamic of technology must be acknowledged historically, anthropologically, techno-evolutionarily as well as (techno)phenomenologically. I conclude by demonstrating that our time of planetary crisis summons us to redirect our attention to technology from the empirical to the transcendental, and from the micro-level to the macro-level again. Vladimir Putin’s legitimation of Russia’s brutal war of aggression against Ukraine raises questions about traditional understandings of nation and empire. Should we contrast the two in terms of values and practices? In this case, Putin uses both nationalist and Imperialist rhetoric to justify his actions. My essay questions how we understand nation and empire using the example of the Austro-Hungarian Empire. How did this empire develop laws, institutions and administrative practices to manage conflicts and claims around language use and nationalism? (...) How did Austria’s governments rule a multi-lingual, multi-confessional society effectively, without resorting to brutal policies of nationalization? When nationalist conflicts arose in different settings, how and why did they originate? I conclude that in European terms, Imperial Austria and even nationalist Hungary apparently managed daily-life issues around diverse language use and religious practice far more humanely and effectively than did the successor nation states after 1918. In this paper I consider the problem of interpreting quantum mechanics. I argue that this problem has evolved in part into the problem of selecting tenable interpretations from a set of available interpretations. We lack the means to make this selection. There is consensus that interpretations should be consistent and empirically adequate. But these conditions are not particularly discriminative. Other conditions may be discriminative but are not generally accepted. I propose two new conditions for selecting tenable interpretations, motivated by the (...) use of quantum mechanics in technology. The first requires that interpretations ascribe the physical properties to technical artefacts that are entailed by the ascription of technical functions to those artefacts. The second requires that they ascribe the physical properties represented by engineering sketches of those artefacts. I consider the example of quantum teleportation in some detail. I. The argument from design or ‘teleological argument’ purports to be an inductive proof for the existence of God, proceeding from the evidence of the order exhibited by natural phenomena to the probable conclusion of a rational agent responsible for producing that order. The argument was severely criticized by David Hume in his Dialogues Concerning Natural Religion , and it was widely conceded that Hume's objections had cast serious doubt on the adequacy of the teleological argument, if not destroyed its (...) credibility entirely. However, there has been a recent reappraisal of this claim by R. G. Swinburne, who maintains that none of Hume's criticisms have any validity against a ‘carefully articulated version of the argument’. Using an analogical argument based on temporal regularities rather than on spatial regularities , Swinburne claims to have shown that the teleological argument is a legitimate inference to the best explanation whose force depends only on the strength of the analogy and on the degree to which the resulting theory makes explanation of empirical matters simpler and more coherent. Moreover, he claims to have shown that the argument provides support for the Christian monotheistic hypothesis and not merely for the weak claim that the universe was designed . This is an important claim since it has long been thought that Hume's most devastating blow was dealt when he showed that the teleological argument provides just as much support for the negation of certain propositions considered essential to Christian monotheism as it does for their affirmation. Synodical unity in the Dutch Reformed Church in 1911 – an attempt that failed. In 1862 the Supreme Court of the Cape Colony terminated the synodical unity of the Dutch Reformed Church in South Africa. Delegates of congregations outside the Colony could no longer represent them in the Cape or Mother Synod. The court used Ordonnance 7 of 1843 of the Colony. In 1907 the newly founded Federal Council of Dutch Reformed Churches decided to lead an effort in the Church (...) to replace this federal bond with a closer synodical bond. The Council was a combined body of the four Dutch Reformed Churches of respectively the Transvaal, Free State, Natal and Cape. However, to achieve this, they needed the help of the state authorities of the Union of South Africa to scrap all legal obstacles in the way of the Dutch Reformed Church. After consultations with the authorities, the Church was asked to formulate a concept act to replace these hindrances. The act was accepted by Parliament, but the Church could not get the required three quarters of a majority in three quarters of its consistories for the bill to be accepted. Thus, the effort for a new synodical unity failed. Contribution: This article adds to the history of the synodical structure in the Dutch Reformed Church. In doing so it concentrates on the failed attempt in this church in 1911 to form an all-inclusive – as far as congregations are concerned – synodical bond with attention to the required church political principles behind such a structure. This is also relevant to the present efforts for unity in the family of Dutch Reformed Churches, as well as other reformed churches in Southern Africa. The approach is a reformed perspective on the relationship between state and church. (shrink)

‘The art of living with ICTs ’ today not only means finding new ways to cope, interact and create new lifestyles on the basis of the new digital technologies individually, as ‘consumer-citizens’. It also means inventing new modes of living, producing and, not in the least place, struggling collectively, as workers and producers. As the so-called digital revolution unfolds in the context of a neoliberal cognitive and consumerist capitalism, its ‘innovations’ are predominantly employed to modulate and control both production processes (...) and consumer behavior in view of the overall goal of extracting surplus value. Today, the digital networks overwhelmingly destroy social autonomy, instead engendering increasing social heteronomy and proletarianization. Yet it is these very networks themselves, as technical pharmaka in the sense of French ‘technophilosopher’ Bernard Stiegler, that can be employed as no other to struggle against this tendency. This paper briefly explores this possibility by reflecting upon current diagnoses of our ‘technological situation’ by some exemplary post-operaist Marxists from a Stieglerian, pharmacological perspective. In Metaphysics M.2, 1077a9-14, Aristotle appears to argue against the existence of Platonic Forms on the basis of there being certain universal mathematical proofs which are about things that are ‘beyond’ the ordinary objects of mathematics and that cannot be identified with any of these. It is a very effective argument against Platonism, because it provides a counter-example to the core Platonic idea that there are Forms in order to serve as the object of scientific knowledge: the universal of which (...) theorems of universal mathematics are proven in Greek mathematics is neither Quantity in general nor any of the specific quantities, but Quantity-of-type-x. This universal cannot be a Platonic Form, for it is dependent on the types of quantity over which the variable ranges. Since for both Plato and Aristotle the object of scientific knowledge is that F which explains why G holds, as shown in a ‘direct’ proof about an arbitrary F (they merely disagree about the ontological status of this arbitrary F, whether a Form or a particular used in so far as it is F), Plato cannot maintain that Forms must be there as objects of scientific knowledge - unless the mathematics is changed. We generalize the modal interpretation of quantum mechanics so that it may be applied to composite systems represented by arbitrary density operators. We discuss the interpretation these density operators receive and relate this to the discussion about the interpretation of proper and improper mixtures in the standard interpretation.

The I Ching, or Book of Changes, has been one of the two or three most influential books in the Chinese canon. It has been used by people on all levels of society, both as a method of divination and as a source of essential ideas about the nature of heaven, earth, and humankind. During the eleventh and twelfth centuries, Sung dynasty literati turned to it for guidance in their fundamental reworking of the classical traditions. This book explores how four (...) leading thinkers--Su Shih, Shao Yung, Ch'eng I, and Chu Hsi--applied the I Ching to these projects. These four men used the Book of Changes in strikingly different ways. Yet each claimed to find in it a sure foundation for human values. Their work established not only new meanings for the text but also new models for governance and moral philosophy that would be debated throughout the next thousand years of Chinese intellectual history. By focusing on their uses of the I Ching, this study casts a unique light on the complex continuity-within-change and rich diversity of Sung culture. Originally published in 1990. The aim of this doctoral dissertation is to closely explore the nature of Einstein’s block universe and to tease out its implications for the nature of time and human freedom. Four questions, in particular, are central to this dissertation, and set out the four dimensions of this philosophical investigation: (1) Does the block universe view of time follow inevitably from the theory of special relativity? (2) Is there room for the passage of time in the block universe? (3) Can we (...) distinguish past from future in the block universe? (4) Is there room for human freedom in the block universe? Although the answer of most philosophers would be yes, triple no, my own answer, controversially, is no, triple yes. -/- I thereby challenge the status quo with respect to each of these metaphysical questions, and argue that none of these questions can be answered from looking at physics alone. Physics may constrain our metaphysics, but it certainly does not settle it. What is needed in order to answer these questions, are additional metaphysical assumptions that fall outside the scope of modern physics. My primary goal in this dissertation, therefore, is not to settle the debates on the nature of time and human freedom, but to clarify them by expliciting the metaphysical assumptions that are otherwise left implicit. In this paper we examine the possibilities of combining two central intuitions about artefacts: that they are functional objects, and that they are non-natural objects. We do so in four steps. First we argue that, contrary to common opinion, functions cannot be the cornerstone of a characterisation of artefacts. Our argument suggests an alternative view, which characterises artefacts as objects embedded in what we call use plans. Second, we show that this plan-centred successor of the function-focused view is at odds (...) with the non-naturalness intuition. Third, we show that this intuition can be developed by defining artefacts as produced or human-made objects, but that the resulting definition might collapse into the plan-centred view, and has trouble distinguishing artefact types or kinds. Finally, we propose a division of labour between production and use plans: among objects in general, artefacts are distinguished as human-made objects; within the domain of artefacts, types or kinds are characterised by the use plans in which artefacts are embedded. This paper investigates the impact of negative screening on the investment universe as well as on financial performance. We come up with a novel identification process and as such depart from mainstream socially responsible investing literature by concentrating on individual firms’ conduct and by studying a much wider range of issues. Firstly, we study the size and financial performance of fourteen potentially controversial issues: abortion, adult entertainment, alcohol, animal testing, contraceptives, controversial weapons, fur, gambling, genetic engineering, meat, nuclear power, pork, (...) stem cells, and tobacco. We investigate an international sample of more than 1,600 stocks for more than twenty years. We then analyze the impact of applying negative screens to a market portfolio. Our findings suggest that the choice for negative screening strategies does matter for the size of the investment universe as well as for risk-adjusted return performance. Investing in controversial stocks in many cases results in additional risk-adjusted returns, whereas excluding them may reduce financial performance. These findings suggest that there are opportunity costs to negative screening. (shrink)

One of the older questions in the debate about Corporate Social Responsibility (CSR) is whether it is worthwhile for organizations to pay attention to societal demands. This debate was emotionally, normatively, and ideologically loaded. Up to the present, this question has been an important trigger for empirical research in CSR. However, the answer to the question has apparently not been found yet, at least that is what many researchers state. This apparent ambivalence in CSR consequences invites a literature study that (...) can clarify the debate and allow for the drawing of conclusions. The results of the literature study performed here reveal that there is indeed clear empirical evidence for a positive correlation between corporate social and financial performance. Voices that state the opposite refer to out-dated material. Since the beginnings of the CSR debate, societies have changed. We can therefore clearly state that, for the present Western society, “Good Ethics is Good Business.”. (shrink)

Abstractabstract:Most of Charles Darwin's ideas have withstood the test of time, but some of them turned out to be dead ends. This article focuses on one such dead end: Darwin's ideas about the connection between piloerection and mental illness. Piloerection is a medical umbrella term to refer to a number of phenomena in which our hair tends to stand on end. Darwin was one of the first scientists to study it systematically. In The Expression of the Emotions in Man and (...) Animals (1872), he discusses piloerection in the context of his analysis of the expressions involved in fear and anger, relying heavily on the evidence provided by one of his correspondents, the British psychiatrist James Crichton Browne. This essay reveals how Darwin's initial doubts about the similarity between piloerection in animals and psychiatric patients were eased when studying photographic portraits of female psychiatric patients sent to him by Crichton Browne. It considers arguments against Darwin's reading of these portraits and the apparent contrast between this reading and his own skepticism, in later years, about the value of documentary photography. The article concludes with some notes regarding the reception of Darwin's ideas about psychopathology. (shrink)

Starting from a perspective of democratic politics, this essay argues that the problem lies not in any “unjustified” politicization of risk controversies; quite to the contrary, it lies in their depoliticization or their capture in a postpolitical consensus. To this end, the prevailing storylines in public discourse on risk controversies are shown to be based on invalid assumptions regarding nature and science and on exclusionary mechanisms. In response, the risk conflicts perspective is put forward as an analytical framework, which allows (...) us to evaluate mediated public discourse on the extent to which democratic debate and citizenship are facilitated. For the fields of science and environment communication, this entails a shift in emphasis from a focus on the epistemic level to the level of the political. We conclude by discussing the potential transformative impacts of this perspective for academic research, public discourse, as well as the directly involved social actors, in relation to the controversies in question. : This article focuses on cognitive enhancement technologies and their possible anthropological implications, and argues for a reconsideration of the human-technology relation so as to be able to better understand and assess these implications. Current debates on cognitive enhancement consistently disregard the intimate intertwinement of humans and technology as well as the fundamentally technogenic nature of anthropogenesis. Yet, an adequate assessment of CET requires an in-depth and up-to-date re-conceptualization of both. Employing insights from the work of Bernard Stiegler, this article (...) proposes an organology and pharmacology of CE. What is typical about new CET is their interiorizing nature, which can be expected to fundamentally reshape organological configurations. Starting from the premise that CE is a phenomenon that predominantly unfolds within the current conjuncture of cognitive capitalism, I will present the issue of cognitive proletarianization as being of crucial importance for considering CE. I conclude by providing some methodological guidelines for the development of a positive pharmacology of CET and by suggesting that CET should be considered as technologies of the self sensu Michel Foucault. In this reply I further defend my claim that the transcendental should always remain a primary concern for philosophy of technology as a philosophical enterprise, contra the empirical turn’s rejection of it. Yet, instead of emphasizing the non-technological conditions of technology, as ‘classic’ thinkers of technology such as Heidegger did, it should recognize technology itself as the transcendental operator par excellence. Starting from Heidegger’s ontological understanding of transcendence I show that while technical artifacts may indeed always conform to a certain (...) horizon of understanding, they also constitute this horizon in specific ways. Following Stiegler I show that concrete technologies (technology with a small ‘t’) are not just empirical effects of an overarching movement of transcendence (Technology with a capital ‘T’) but are originally constitutive of it. In response to Romele’s critique that the social, language, images, imaginaries, symbols, etc. are also transcendentals, I argue that all these phenomena are always already conditioned by technical milieus. As for Besmer’s contention that I offer a reductive interpretation of postphenomenology’s notion of multistability, I argue that there are decisive systemic and organological limits to multistability offered by technical artefacts and that all variation in use and implementation is always constrained by inherent technical tendencies and processes of concretization. Agreeing with Besmer that the transcendental and the empirical should be understood not oppositional but compositional I argue that technology may be that which constantly ‘mediates’ between the two. In this article, I discuss manuscript material written by Petrus van Musschenbroek related to his first experiments with the Leiden jar. Despite the importance of the discovery of the Leiden jar for the history of electricity and the questions that still surround its discovery, a detailed treatment of this manuscript material is lacking in the literature. The main aim of this paper is to provide an outline of the manuscript material and to contextualize van Musschenbroek’s first experiments with the Leiden (...) jar. I show how the experiment fits within his research program on electricity and I discuss van Musschenbroek’s initial reactions to and analysis of the phenomenon. Before doing so, I first provide a short overview of the treatment of the early history of the Leiden jar in the secondary literature. After that, I discuss van Musschenbroek’s treatment of the topic of electricity in the textbooks he published in the years before the discovery of the device. Van Musschenbroek repeatedly emphasized that not enough experimental results were available for an informed theoretical treatment of the phenomenon of electricity to be possible. I then turn to the manuscript material, where I give a general description of the contents of the manuscript and van Musschenbroek’s experimental practice. The manuscript material further confirms recent work on the Leiden jar by Silva and Heering, and provides new insights into the way van Musschenbroek himself reacted to the discovery. (shrink)
